With reference to Your Lordship's
telegram of the 30th. ultimo, I have the honour to state
that all specific expenditure on the Postal Agencies in
China will be deleted from the Estimates for 1911.

I may point out, however, that
the Annual Allowance of £100 hitherto granted to the
Postmaster-General on account of supervision of the Post
Offices referred to must presumably cease to be paid by the
Imperial Government. Mr. Messer has represented his case
in this connection in his minute of the 2nd. instant, a
copy of which is enclosed for your information and I may
state in reference thereto, that in my opinion he should
not be called upon to auffer pecuniary embarrassment by a
change of system. I have the honour, therefore, to racom-

-mond that in the circumstances a personal allowance of
£100 per annum should be granted to him from the funds of
RIGHT HONOURABLE
